NBT ChopperEnvy

Adds chop to whatever hull it\\\\\\\'s mounted on. Add ratings as
necessary
to reflect what hull the chopper fork is added to.

Important safety notes:

Spring stanchion must have preventer rigged in case of connection
failure to avoid blunt facial trauma and subsequent certain
destruction of primary ram.

Axle pivot, mounted co-linear with normal mounting of navigational
thruster core must be securely mounted to original ram, failure of
this connection on either side results in dangerous structural
instability.
